Appendix I: The Institutional Accountability Audit (IAA)
The Institutional Accountability Audit (IAA) is a systemic tool designed for Headteachers and Inclusion Managers. Its purpose is to move the institution away from compliance-based metrics and toward Neuro-Affirming Safety Metrics. This audit forces a radical re-evaluation of school policy, ensuring that The Dynamic Development Plan (DDP) is not just a suggested strategy, but the foundational architecture of the institution.
1. Policy and Language Alignment
This section audits the formal documentation of the institution to ensure it does not perpetuate the Professional Deficit Model.
- Behavioural Policy Review: Does the current policy use words such as drills, consequences, or fixing, or has it been constructed to prioritise regulation, safety, and environmental adaptation?
- Sanction Transparency: Are there formal records of the cumulative Trigger Stack for every student who has received an internal or external exclusion?
- Superpower Integration: Do individual student profiles explicitly lead with the Superpower and strengths of the person, rather than a list of clinical deficits?
2. Environmental and Sensory Governance
In accordance with the Architectural Model of support, the institution must provide a sanctuary of safety by default.
- Acoustic and Visual Standards: Has a full audit been conducted to identify and remove Sensory Static, such as flickering lights or persistent background hums?
- The Sanctuary Mandate: Is there a designated, non-punitive Safe Space in every department or year group area that adheres to the Zero-Demand Protocol?
- Transition Buffers: Has the institution implemented the Soft Transition Protocol, providing visual roadmaps and buffer times for all major shifts in the day?
3. Relational and Restorative Accountability
This audits the quality of co-regulation and the efficacy of the Restorative Justice Protocol (RJP).
- Co-Regulation Training: Have 100% of staff, including midday supervisors and support staff, been trained in Low-Arousal Communication and the Dignity of Silence?
- The Parent-Blame Circuit Breaker: Is there a formal policy that prevents the transfer of punitive school narratives to the home environment?
- Restorative Re-Entry: Is the Restorative Justice Protocol followed after every Red Zone event to ensure the individual’s social belonging is immediately repaired without shame?
4. Intersectional Equity Audit
This section addresses the Matrix of Reputation and the disproportionality of sanctions.
- Disproportionality Screening: Are exclusion and sanction rates regularly reviewed against race, gender, and socio-economic background to identify Adultification or Quiet Erasure?
- Advocacy Access: Do families from diverse or disadvantaged backgrounds have access to independent advocacy during reduced timetable or exclusion meetings?
The leadership team must formally sign this audit annually, acknowledging their role as the Guardians of the Environment.
