The model addresses a recognised gap within existing skills and workforce development systems, namely the absence of a coherent progression framework that values applied practice, neuro-inclusive design, ethical responsibility, and measurable impact. Where systems prioritise qualification attainment or compliance based training, DECKACY prioritises capability, responsibility, and impact over time.
The purpose of the DECKACY Level Model is to provide a stable, transferable architecture through which organisations, practitioners, and learners can develop progressively, ethically, and sustainably, without reliance on rigid qualification structures or narrowly defined occupational standards.
2. Scope of the DECKACY Level Model
The DECKACY Level Model applies across multiple sectors and disciplines. It functions as a meta-framework within which learning pathways, applied practice, and professional development activities can be designed, delivered, and evaluated.
The model applies to workforce development and continuing professional development, inclusive practice and leadership development, safeguarding informed learning environments, applied skills progression, and organisational and community impact initiatives.
